Measures are being taken in the field of using renewable energy sources

It is stated in the information that during the specified period, 7 commissions established under the leadership of the relevant institutions for the implementation of the tasks arising from the order of the President of the Republic of Azerbaijan "On measures for the implementation of pilot projects in the field of renewable energy sources" dated December 5, 2019 the working group continued its work.

During the reporting period, the working group on the allocation of land areas visited the areas called "Area 60" and "Area 1" where the projects on the use of solar and wind energy will be implemented, and discussions were held on the areas.

It is noted in the information that preliminary schemes related to the integration of pilot projects into the energy system were discussed by the network strengthening and network integration working group, the requirements corresponding to international standards covering the energy system management, electricity transmission, relay protection and automation measures and the network the work to be done on its strengthening has been determined. During the meeting held between the representatives of "Masdar" company and the representatives of "Azerenergy" OJSC, a one-line scheme regarding the solar power plant presented by the company to "Azerenergy" OJSC was discussed and an agreement was reached. In connection with the wind project, which is planned to be implemented by the Acwa Power company, the configuration of the area is being clarified. After the clarifications are completed, the relevant scheme will be submitted to "Azerenergy" OJSC and agreed upon.

In the information, it is also noted that as a result of the discussions held by the working group on environmental and social assessment, a field visit to the proposed areas was carried out and an opinion was prepared on the environmental and social assessment of the areas selected for the implementation of the pilot project related to the use of renewable energy sources. It was submitted to the Ministry of Energy.

During the quarter, discussions were held by the working group regarding the construction permit and commissioning, taking into account the importance of the pilot projects carried out with the involvement of foreign investors and the limitation of the date specified in the relevant order, with the participation of the authorized representatives of the Ministry of Energy, as well as the employees of the State Urban Planning and Architecture Committee. It was decided to submit the proposals to the commission for review regarding the balance sheet of the Ministry of Energy and the simplification of the approval and approval procedures required by the legislation.

In the information of the Ministry, it is emphasized that in the first quarter of the current year, a number of measures were carried out in accordance with the timeline of the steps to be taken and the measures to be taken in order to assess the potential for the production of electricity from renewable energy sources and to use this potential. Work was also continued in the direction of investment through auction in areas with high potential for selected and prioritized renewable energy sources. Within the framework of cooperation with the European Bank for Reconstruction and Development (EBRD) on the design and implementation of the aforementioned auctions, the auction rules, principles of purchase and sale agreements and the draft of the accession agreement prepared by the relevant consulting company were submitted to the Ministry of Energy for review. The report mentions that EBRD agreed to provide assistance in the installation of a wind measuring station and conducting measurements in one of the areas with renewable energy potential. Currently, the bank is working towards attracting a consulting company that will design and implement 12-month wind measurement-observation works.

During the reporting period, the draft law "On the use of renewable energy sources in the production of electricity" was prepared with the involvement of the Norwegian company "DNV GL Energy Advisory GmbH" in order to implement the tasks given to the Ministry of Energy by the order "On accelerating reforms in the energy sector of the Republic of Azerbaijan" dated May 29, 2019. submitted to relevant state institutions for approval.
